Rebuild or Relocate?: Recovery after Natural Disasters
2024–25 American Democracy Fellowship

The current policy of the US government after large natural disasters is to subsidize rebuilding what existed pre-disaster. While public rebuilding assistance may speed up the economic recovery after a shock, it distorts private relocation and rebuilding incentives. In this project, I study the distributional impacts of post-disaster policy using a rich quantitative model disciplined by new data on household migration and rebuilding behavior in Puerto Rico after Hurricane Maria in 2017.
